High Foundation Celebrates Essence of Humanity Awards with the United Way & Tenfold

Lancaster, Pa., Oct. 7, 2026 — High Foundation is pleased to announce four recipients of the Essence of Humanity Award, a recognition honoring individuals and caregivers who, beyond the requirements of their work, demonstrate remarkable courage, love, and persistence in the face of life's adversities. Two awards were recently presented at the United in Impact event hosted by United Way of Lancaster County, recognizing Dave Costarella and David Nagel. Two additional awards were presented at Tenfold's annual banquet, honoring Jim Shultz and Lori Pagan.

High Foundation is honored to recognize Dave Costarella. Dave's commitment to neighbors experiencing homelessness extends far beyond the expectations of any formal role. For years, he has provided food, clothing, supplies, encouragement, and support to people living on Lancaster's streets, always treating each person with dignity and respect.

In 2023, Dave transformed years of grassroots outreach into Hand Up Partners, an innovative program that provides paid work opportunities for people experiencing homelessness while improving Lancaster's neighborhoods. Whether responding to urgent community needs during severe winter weather or creating pathways toward greater stability and purpose, Dave consistently demonstrates compassion, perseverance, and a deep belief in the value of every individual.

Additionally, High Foundation is honored to recognize David Nagel. Drawing from his personal experiences, David has become a respected advocate whose voice has helped shape conversations around equity, dignity, and inclusion throughout Lancaster County's homeless response system.

An educator and community leader, David has contributed to funding reviews, policy discussions, and national conversations on lived-experience advocacy. His willingness to share his story, challenge assumptions, and uplift others has strengthened local efforts and inspired meaningful change, helping ensure that those most affected by homelessness have a seat at the table.

High Foundation is also honored to recognize Jim Shultz. Throughout his career in community development, affordable housing, and higher education, Jim has dedicated himself to creating opportunities for others. As a leader, educator, and mentor, he has helped shape stronger communities and inspired generations of local leaders.

Jim's service continued even while caring for his wife, Dawn, during a prolonged illness. Through his work advancing housing initiatives, neighborhood revitalization projects, and community partnerships, he has remained a steady and humble force for good. His lifelong commitment to serving families and strengthening communities exemplifies the spirit of this award.

Additionally, High Foundation is honored to recognize Lori Pagan. For more than 20 years, Lori has devoted herself to supporting youth and families through her work with the Boys & Girls Club. Her leadership, mentorship, and commitment to connecting people with critical resources have made a lasting impact across the Lancaster community.

In recent years, Lori has balanced her professional responsibilities with serving as her mother's primary caregiver. Through both roles, she has demonstrated extraordinary compassion, resilience, and selflessness. Whether supporting a young person, assisting a family in need, or caring for a loved one at home, Lori consistently leads with kindness and treats others like family.
